THE OAS HAS A new assistant secretary general--Luigi Einaudi, a veteran U.S. diplomat who has played a key role in brokering peace accords in the region. He was elected to a five-year term at the 2000 OAS General Assembly--the annual meeting of the region's foreign ministers--which took place in Windsor, Canada, June 4-6.

A former U.S. ambassador to the OAS (1989-93), Einaudi has extensive experience in inter-American affairs. From 1995 to 1998, he served as U.S. special envoy in the peace talks that led Ecuador and Peru to reach a comprehensive settlement of their centuries-old territorial dispute.

Late last year, when tensions rose between Honduras and Nicaragua over maritime boundaries, Secretary General Cesar Gaviria appointed Ambassador Einaudi as his special representative to facilitate talks. In March the two Central American nations reached agreement on measures to...
