Frake v. City of Chicago, 210 F.3d 779 (7th Cir. 2000). The administrator for the estate of a pretrial detainee who committed suicide in a police lockup sued the city in state court and under [sections] 1983. After removing the action the city moved for summary judgment, which the district court granted.
