Brown v. Harris 240 F.3d 383 (4th Cir. 2001). The father of a detainee who committed suicide in a jail brought state tort claims and [ss] 1983 claims against county officials. The district court granted judgment as a matter of law to the defendants and the father appealed. The appeals court affirmed.
