Johnson v. State of Cal., 207 F.3d 650 (9th Cir. 2000). A state inmate brought a pro se action for damages and declaratory relief alleging violation of his rights because officials segregated inmates by race and extorted money from inmates by overcharging for telephone use. The district court dismissed the action and the inmate appealed. The appeals court affirmed in part and reversed in part.
