Cosco v. Uphoff 195 F.3d 1221 (10th Cir. 1999). Prison inmates brought a civil rights complaint against several employees of a state corrections department claiming deprivation of property without due process and denial of access to the courts. The district court dismissed the complaint and the inmates appealed.
