In August, President Clinton freed up $1.3 billion in aid for Colombia, including $1 billion to train and equip the Colombian army to interrupt the flow of cocaine and heroin into the United States.

Declaring a "drug emergency" in Colombia, Clinton signed a waiver to override congressional requirements that funds would be released only after the government improved its human rights record. Colombia's military has been linked to a brutal right-wing paramilitary group.
