H INTRODUCTION
Since establishing the Customs-Trade Partnership against Terrorism (C-TPAT)
program in 200, U.S. Customs and Border Protection (CBP) has sought to expand
the ways in which CBP can work with industry to promote trade security and
facilitation. As discussed below, CBP has attempted to do so by () creating addi-
tional incentives for companies, including exporters, to participate in the C-TPAT
program; (2) introducing the voluntary Importer Self-Assessment (ISA) program;
(3) establishing Centers of Excellence and Exper tise (CEEs); (4) implementing and
testing the Trusted Trader program; and (5) working with the World Customs
Organization and other countries to establish common frameworks for trade
security and facilitation programs and mutual recognition of such programs.

TERRORISM PROGRAM
As discussed in detail in Chapter 3, the terrorist attacks of September , 200
led to CBP’s implementation of the C-TPAT program in November 200. The
primary objective of the C-TPAT program is to reduce potential vulnerabilities in
the international supply chain and to strengthen and improve U.S. border security.2

Origins of the ISA Program and Its Relationship
to the C-TPAT Program
Like C-TPAT, the ISA program is a joint CBP–business initiative that aims to
strengthen trade compliance through building cooperative and mutually benefi-
cial relationships.3 The ISA program is premised on CPB’s belief and recognition
that companies with strong internal controls will achieve a higher rate of compli-
ance than companies without sufficient internal controls on import transactions.4
