IN VERMONT, CLF RECENTLY ADVOCATED FOR efficiency and local generation as an alternative to a massive and expensive transmission upgrade. After the 2003 blackout, the Vermont Electric Power Company (VELCo) sought approval to construct a large, expensive upgrade of a major transmission line in Vermont. CLF argued against expanding grid capacity, citing other means, such as efficiency, of meeting Vermont's electricity needs.
