Troy Paulson, pro se, appeals an order dismissing his lawsuit against the Wisconsin Department of Natural Resources (DNR). We conclude Paulson's lawsuit was properly dismissed because he did not timely seek judicial review of the DNR's decision denying him a permit to discharge fill material onto a wetland under WIS.
