The OECD Committee of
Experts
on Restrictive Business
Practices, which replaced the Group of
Experts
set
up
in 1953
under
the former
European
Productivity Agency, was estab-
lished in December 1961.
In
the light of
earlier
attempts
at
the international level to deal with restrictive business prac-
tices, which
had
revealed considerable differences in national
approaches to this problem, emphasis was initially placed on
the promotion of mutual understanding of national view-
points in order to provide a firm foundation
for
appropriate
forms of cooperation in the future.
Consequently, in the early stages, the Committee of Ex-
perts
on Restrictive Business Practices gave
particular
at-
tention to reviewing developments
and
exchanging experi-
ences on competition policy in member countries
and
on de-
velopments within the
European
Communities.
Work
has
continued on the Guide to Legislation on Restrictive Business
Practices (which was the main activity of the
EPA
Group
of
Experts
on Restrictive Business Practices) and on the
annual
reports
on competition policy in OECD member coun-
tries. Studies of the following specific problem areas have
been completed:
Glossary of Terms relating to Restrictive Business
Prac-
tices (1965)
Information Agreements (1967)
Refusal to Sell (1969)
Market Power
and
the Law (1970)
Restrictive Business Practices relating to
Patents
and
Licences (1972)
Head
of OECD's Restrictive Business Practices
and
Consumer
Policy Sections.
