The Quad: All Talk? Or a Plan of Action?

The Quadrilateral Security Dialogue--four nations that met in September to discuss ways to stand up against China's ambitions in the Indo-Pacific--spelled out in a joint statement several technological areas where they intended to cooperate. The United States, Japan, Australia and India put cybersecurity, 5G and pandemic response on a to-do list.

Sens. Chris Coons, D-Del., and James Risch, R-Idaho, were asked at the Halifax International Security Forum whether it was all talk, or if they saw cooperation moving forward.

"Pulling the Quad together is going to take a lot of work," Coons said. "It's not obvious that it's going to work quickly or easily or well, but nothing focuses the mind like seeing the [frighteningly difficult] experiences of close and trusted allies."
