    THE ARMY JUDGE ADVOCATE GEXERAL'S CORPS, 1975-1982

    I. INTRODUCTION

    The iirst two hundred years of the history oi the United States Army Judge Advocate General's Corps hare been described in an official history published in 197S1 as part oi America's bicentennial observation. Many miters and editors contributed to that u-ork, tracing the development of American militaq law from its British origins in the American Revolution,2 through all the succeeding wars of the United States, to the end of the Vietnam era. The preeen: article brings that official history up to date, describing signiiicam events in the liie ai the Carps from 1976 to 1982. Additionally, an index and other finding aids are provided for the history published in 1976.

    The present historical update discusses changes in the organization, mission, and personnel of the Army JAG Corps, in ita active, reserve, and national guard components. Some mention is made of substantive changes and developments in military law, but for the most part such matters are conaidered beyond the scope of this arti-cle, and are adequately covered in many other anide8 in the Mili-tary Laic Rmiew, The Army Lawyer, and other periodicals. Events and developments of all sorts prior to 1976 are mentioned only where neeeraary to proride background information.

    The official JAG Carps hietar! published in 1975 provides fulsome biographies of the Arrn;'~ Judge Adrocatea General, but little information about other general officers in the Corps. The research and wiring required would doubtless ha\ e consumed much more time than was available, and would have necessitated a much larger r ~ l u m e . ~

    Yet the service records of the Carps' top ranking officers are properly part of the history of the Corps. and have value as ex-amples to leas senior officers. Accordingly. biographical information is provided concerning all JAGC general officera who retired or who were aromored from 1976 thraueh 1981. with two exceDtions. Yaior General George S. Prugh,2 who retired in 1975, and Major General Wdton B. Persons, Jr.,3 Rho took office as TJAG in that year, both hare biopraphies in the 19i5 history.

    General Persons retired in 1979 and w-as succeeded by Major General Alton H Harvey (1979-1981), and he in turn by Major General Hugh J. Clausen (1981 to present].

    The Assistant Judge Advocate General during Xajar General Prugh's tenure (1971-1976) aas Xajor General Harold E. Parker. He was succeeded ~n the second position by Major General Lawrence H. Williams (1976-1979), Major General Clausen (1979-1981), and Major General Hugh R. Orerholt (1981 to preaent).

    The Assistant Judge Adbocate General during Major General Prugh's tenure (1971-19753 v-aa Uajor General Harold E. Parker. He was succeeded in the second position by 31ajar General Laurence H. Williams (1975-1979), Major General Clausen (1979-1981), and Major General Hugh R. Overholt (1981 to preaent1.

    The position of Judge Advocate, U.S. Army Europe and Seventh Army, was vacated by Major General Person% in 1976, and aaa filled untll 1978 by Brigadier General Victor A. DeFiori. General DeFiori was succeeded by Brigadier General Wayne E. Alley (1978-19811, and by Brigadier General Richard J. Bednar (1981 to present].

    The position of Assistant Judge Advocate General for Military Law was filled by Brigadier General Lawrence H. Williams until 1978. Hc was succeeded bi Brigadier General Joseph N. Tenhet (197i-19781, Brigadier General Hugh J. Claueen (1978-19791, and Brigadier General Hugh R. Overholt (1979-1981). General Orerholt was followed by Brigadier General Lloyd K. Rector (1981 to present).

    Brigadier General Bruce T. Coggins served as Assistant Judge Advocate General for Civil Law from 1973 Until his retirement in 1976. He 88s followed b) Brigadier General Harvey (1976-19791, Brigadier General Bednar (1979-19811, and Brigadier General Ronald M. Holdawag (1981 to present).

    Brigadier General Emory M. Sneeden served as Chief Judge of the U.S. Army Court of Military Review and as Chief, U.S. Army Legal Services Agency, from 1976 to 1976 General Sneeden was followed in this dual post by Brigadier General Clauaen (1976-1978) and by Brigadier General DeFiori (1978-19i9). Thereafter the title of the head of USALSA was changed from "Chief' to "Command-

    HARVEY

    Major General Alton H. Harvey, The Judge Adrocate General, retired from the .Arm>- an 31 July 1981. He held the position from 1 July 1979, succeeding ?.Iajor General Wilton B. Persons, Jr. General Harvey ivae succeeded by Xajor General Hugh J. Clausen, preri-ously The Assistant Judge Advocate General.

    General Harvey became Assistant Judge Advocate General for Civil Laa at the end of 1976, succeeding Brigadlei General Bruce T. Cogginr, who had retired during the summer. He aae promoted to brigadier general in 197i. From Juiy 197; to December 19i6, he served as Chief, Defense Appellate Division, U.S. Army Legal Services Agency, at Falls Church, V~rgima.~
