The Global Rise of the Modern Plug-In Electric Vehicle:
Public Policy, Innovation, and Strategy by John
D. Graham begins and ends with the question: are we
standing on the precipice of a revolution in propulsion
not seen since the horse and buggy? To address this
question, Graham provides a rich overview of the his-
tory of the electric vehicle in countries around the
world, replete with details about the technological
characteristics of these vehicles, how their components
embed within a globally sprawling and fundamentally
interconnected supply chain, and how consumers have
responded to them over time. This overview uncovers
trends in the production, consumption, and policy
influencing the development and use of electric vehi-
cles that portend (or do not) the kind of revolution Gra-
ham references in the focal question that guides the
discussion of the book.
Importantly, however, this book should not be taken as
one that will solely appeal to the automobile and technol-
ogy enthusiast. Indeed, what emerges from this historical
overview of a particular technology is a tale of policy and
