The GFOA's new president-elect and executive board.

The Government Finance Officers Association is governed by an 18-member Executive Board, which consists of 15 members-at-large serving staggered three-year terms the current president, the previous year's president, and the president-elect. At the association's annual meeting in June, GFOA members voted for a slate of nominees for president-elect and five new members-at-large, each of whom is profiled below.

PRESIDENT-ELECT BOB EICHEM

Bob Eichem has served on the GFOA Executive Board since 2010 and has been a GFOA member for 23 years. He is chairman of the Audit Committee and an ex officio member of the GFOA's Committee on Accounting, Auditing, and Financial Reporting, as well as a member of the GFOA's Committee on Treasury and Investment Management (2009-2010; 2003). He has attended GFOA annual conferences for 13 years and is a past conference speaker. Eichem has also contributed to the association as an instructor for the GFOA's budget academy (2013) and training seminars on managing the budget process and long-term financial planning (2012). He has written articles for Government Finance Review on "The Role of the Budget and Leadership in Addressing Statewide Ballot Issues" (2012) and "Making Sense of Conflicting Economic Signals" (2010); a version of the previous article also ran in the GFOA's Treasury Management newsletter. Eichem participated in the GFOA's Advanced Government Finance Institute in 2008. He served as Treasurer of the Local Conference Committee for the GFOA's annual conference in Denver, Colorado (2002). His government has received the Certificate of Achievement for Excellence in Financial Reporting for 27 years, the Distinguished Budget Presentation Award for 14 years, and the Popular Annual Financial Reporting Award for 3 years.

Eichem led the first community and entity-wide long-range fiscal plan for the City of Boulder, Colorado. The long-range plan currently extends to 2030 and is updated every five years. In his jurisdiction, he implemented priority-driven budgeting, improved bond ratings, and addressed a structural imbalance by bringing ongoing revenues into balance with ongoing expenses. He is the Treasurer of the city's redevelopment corporation and other special districts.

Eichem is the Past President of the Colorado GFOA, where he also served as Education Chairman for 10 years, and is a past Colorado Government Finance Officer of the Year. He was a steering committee member of the Colorado Treasury Round Table for 15 years, an advisory committee member for the Colorado Municipal League's Colorado Development Finance Corporation, and a participating committee member of the University of Colorado's annual Business Economic Outlook Forum.
