In an otherwise fair portrayal of the Congressional Budget Office (CBO), Peter Suderman repeats the common misconception that CBO is responsible for scoring tax bills ("The Gatekeeper" January). But there is a division of labor in congressional cost estimating. Estimates of the budgetary effects of proposed tax law changes are the responsibility of the Joint Committee on Taxation OCT), a less well-known agency.
