Departing Editorial Board Members
The PAR editorial team thanks 28 individuals who
have served on the Editorial Board for the past three
years. They have shown their support for the journal

New Editorial Board Members
We welcome 29 new Editorial Board members for
2017–19. We are excited about their participation in
the coming years.
Teodoro J. Benavides has served as senior lecturer in
the School of Social Sciences at the University of Texas
at Dallas since 2005, conveying decades of expertise in
city management, financial management, budgeting,
leadership, and community planning. Previously,
Benavides was city manager for the City of Dallas
from 1996 to 2004, directing a workforce of more
than 12,000 and overseeing the development and
expenditure of the city’s annual $1.9 billion budget.
Ann O’M. Bowman is professor in the Bush School
of Government and Public Service at Texas A&M
University. She holds the Hazel Davis and Robert
Kennedy Endowed Chair. Her research focuses on
U.S. state and local governments, ranging from
their management and policies to their interactions
with one another. She recently concluded a term
as president of the Southern Political Science
Association. Bowman is a fellow of the National
Academy of Public Administration.
Enrique Cabrero Mendoza holds a doctorate in
management science from HEC Paris. He founded
the journal Gestión y Política Pública and has written
and edited numerous books, articles, and book
chapters in Mexico, Europe, and the Americas. His
research interests include decentralization, public
policy, and local government. He is a level III member
of the National System of Researchers and currently
serves as general director of the National Council of
Science and Technology in Mexico.
Bianor Cavalcanti is international director of
Fundação Getulio Vargas (FGV) in Brazil and
president of the International Association of Schools
and Institutes of Public Administration. He is full
professor and former dean at the Brazilian School of
Public and Business Administration (EBAP-FGV).
Cavalcanti is a researcher and consultant throughout
the world in regional settings and holds degrees in
public administration from Virginia Tech (PhD),
the University of Southern California (MPA), and
EBAP-FGV (BPA). He is the author of The Equalizer
Manager: Structure and Action in the Public Sector,
published in four languages.
Dan Chenok is executive director of the IBM
Center for the Business of Government. He oversees
the center’s work and is an expert in technology,
cybersecurity, privacy, regulation, budget, acquisition,
and presidential transitions. He previously served as
branch chief for information policy and technology
in the Office of Management and Budget, where he
led oversight of federal information and information
technology policy. Chenok holds a bachelor’s degree
from Columbia University and a master’s degree from
Harvard University’s Kennedy School of Government.
Nani Coloretti is senior vice president for business
and financial strategy at the Urban Institute. She
has more than 20 years of experience managing and
