Terry Ex Rel. Terry v. Hill, 232 F.Supp.2d 934 (E.D.Ark. 2002). Pretrial detainees brought a class action against the Arkansas Department of Human Services, claiming that inordinate delays in providing evaluation and treatment of detainees who were referred by the court to determine their fitness to stand trial, violated their Constitutional rights.
