Canada's House of Commons kicked off its annual pre-budget consultations (PBC) for the 2013 budget in June 2012 with a request from the Standing Committee on Finance that participants file responses to questions posted on the committee's website. In addition to requiring participants to adhere strictly to an August 3, 2012, deadline, the committee emphasized brevity and succinctness by employing a web text box to impose a 350-word limit per response.

After reviewing the initial submissions from respondents, the Standing Committee will invite selected organizations and individuals to submit additional statements and participate in in-person hearings to be held across Canada, beginning in early Fall.

"Last September I had the privilege of representing the Institute in pre-budget hearings in Ottawa and made a number of recommendations for advancing tax policy and administration," TEI President David M. Penney said. "This was a special honor for me as a Canadian," Mr. Penney observed, because, "annually, more than 500 organizations and individuals file statements with the Standing Committee and fewer than 100 are invited to participate."
