With six days to spare, the California Legislature approved AB 1016 (Briggs) almost unanimously. The bill, signed by Gov. Davis in September, conforms California tax law to the federal taxpayer privilege enacted by Congress in 1998 (IRC Sec. 7525), and is effective Jan. 1, 2001.
