A prison inmate brought a [section] 1983 action against a Governor and other state officials, claiming that delays in testing the prison population for tuberculosis and deficiencies in preventive treatment after he tested positive for the disease, violated his Eighth Amendment rights. The district court granted judgment in favor of the officials.
