Can just any state make it as a high-tech oasis? Not really, says the Milken Institute of Santa Monica, Calif. The institute recently ranked states based on 12 factors, including research and development, number of patents issued, educational level of the population and amounts of money attracted by initial public offerings. The top ranked state was Massachusetts, with California right behind. The other leaders include Connecticut, Colorado and Washington.
