This article attempts to explain the difficulties surrounding the State of New Jersey's current planning policy, which calls for voluntary as opposed to mandatory compliance. The author explains how population increases throughout the decades in New Jersey, particularly in its suburban locales, resulted in strains on its infrastructure system because the growth was mostly unplanned. In an effort to remedy these effects, planning advocates and local officials agreed to assemble an ad hoc committee on state planning which ultimately crafted an initiative calling for "cross-acceptance"--a process where planning policies would be compared between governmental levels and would result in a written statement indicating agreements or disagreements and areas requiring changes by parties...
