Education reform and changes to health care funding are among the hundreds of potential law changes contained in House Bill I, the state's 2010-11 state budget bill. Changes to the tax code, an increase in over 100 fees, and a larger-than-expected federal stimulus allocation are also detailed in the legislation.

The 120 fee increases include tipping fees for construction projects, a new hospital franchise fee, a doubling of the nursing home bed tax and an increase in the cigarette wholesale and retail licensing fee.

Proposed tax changes include moving the annual CAT return filing date out of tax season from Feb. 9 to May 10, a provision which OSCPA has lobbied for very aggressively.
