Scope: The National Science Foundation seeks
applications for the EPSCoR Research Infrastructure
Improvement (RII) Track 4: EPSCoR Research Fellows
announcement to further develop the individual research
potential of Principal Investigators (PIs) through
extended collaborative visits to the nation’s premier
private, governmental, or academic research centers of
their choice.
Deadline: April 26, 2021 for RII Track-4: NSF and RII
Track-4: FAST.
Funds: $11 million for awards of up to $300,000.
Eligibility: EPSCOR jurisdiction colleges and
universities and nonprot organizations.
Areas: NSF said fellowship awardees will be able to
learn new techniques, develop new collaborations or
advance existing partnerships, benet from access
to unique equipment and facilities, and/or shift their
research toward potentially transformative new
directions. PIs eligible for both tracks may apply for only
one track per competition cycle.

Spectrum Innovation Initiative—National Center

applications for the Spectrum Innovation Initiative:
National Center for Wireless Spectrum Research
announcement to promote transformative use and
management of the electromagnetic spectrum, resulting
in profound benets for science and engineering,
industry, and other national interests.
Deadline: April 30, 2021.
Funds: $25 million total.
Eligibility: Nonprot organizations and colleges and
universities.
Areas: NSF said the focus of a spectrum research
SII-Center must chart out a trajectory to ensure U.S.
leadership in future wireless technologies, systems,
and applications in science and engineering through
the efficient use and sharing of the radio spectrum.
The SII-Center should also seek to foster scientic and
technical collaboration. The establishment of an SII-
Center will have a transformational impact on wireless
spectrum research by serving as a connecting point for
the biggest and most challenging questions in spectrum
management that the nation is facing. The SII-Center
is expected to educate and develop an agile workforce
needed to support industries of the future which will rely
heavily on wireless technologies.

Measurement Science and Engineering Research
Grant Programs (DOC)
Scope: The Commerce Department’s National Institute
of Standards and Technology seeks applications for
the Measurement Science and Engineering (MSE)
Research Grant Programs announcement for nancial
assistance in FY21 for several NIST grant programs.
Deadline: Applications will be accepted and considered
on a rolling basis.
Funds: To be determined.
Eligibility: Colleges and universities; for-prot
organizations; nonprot organizations; and state, local,
special district, and Native American tribal governments,
among others.
Areas: DOC said nancial assistance may be
provided to bolster measurements, standards,
data, and technology R&D within these partnership
programs, or through new partnerships, to: advance
early-stage research and development for industry;
enhance opportunities in manufacturing through
innovation; strengthen supplier programs for small and
medium manufacturers; encourage the transfer and
commercialization of research and technology from
institutions of higher education, federal laboratories,
other federally funded research programs, and nonprot
research institutes, as well as research or evaluate the
impacts of such transfer and commercialization; create
jobs or promote workforce development; and realize
or sustain metrology needs in U.S. industry, including
through technical metrology training programs for
manufacturers.

Small Business Innovation Research Program
Phase I (DOC)
Scope: The Commerce Department’s National Institute
of Standards and Technology seeks applications for
the FY21 NIST Small Business Innovation Research
Program (SBIR) Phase I.
Deadline: April 14, 2021.
Funds: Each Phase I award is for up to $100,000 and
up to a six-month period of performance. Up to an
additional $6,500 may be requested for Technical and
Business Assistance (TABA).
Eligibility: Small businesses.
