* Special Operations Command is putting a premium on delivering capabilities, according to Lisa Sanders, the organization's science and technology leader.

"We used to give a laundry list of 'here's the stuff we want,'" she said at a recent NDIA conference. However, with the rise of great power competition, the command "realized that we needed to convey what it was that we needed to achieve, not what we needed to have."
