The Union of Myanmar had changed its socialist economic sys-
tem into a market oriented system in September 1988. Since then
a series of reforms have been introduced and designed to open up
the country to foreign investment, increase international trade,
structure and improve the efficiency
of
the public sector and
encourage the development of the private and cooperative sectors.
Thus, the reforms were intended to lead to a more liberal market-
oriented economic structure. Accordingly, laws, orders, rules, reg-
ulations and notifications that prohibited or restricted the private
sector from engaging in economic activities such as export-import
businesses were repealed. New legal policy instruments giving the
private sector, including foreign investors and businessmen, the
right to do business and to make investments in Myanmar were
enacted.
