AB 152 (Yamada) was introduced to restore the Self Employment Assistance Program (SEA). This bill would divert employer paid unemployment insurance (UI) taxes to provide income to individuals seeking to start their own business. When SEA was briefly operated in California several years ago, it was unsuccessful in assisting participants in starting their own business. Nevertheless, the program required significant resources to administer.
