The blood drawer should disinfect the area with a sterile disinfectant by contact with the skin, starting at the puncture site and moving in a circular motion outward. Wiping back and forth does not properly disinfect the site. This is something that counsel wants to get established at either the administrative hearing, through an investigator questioning the blood drawer, or at a deposition.

In addition to the questions listed in §91 above, counsel should ask the blood drawer questions based on the following:
