Rule 116.01 states that, “A complete record of all testimony shall be kept by stenographic reporting, mechanical or electronic device, or by some combination thereof.” Rule 116.01 requires that a complete record of all testimony in the juvenile court be kept, as opposed to § 211.171.5, RSMo Supp. 2010, which provides that a record is necessary only if requested by any party or ordered by the court.
