Under the federal CAA, EPA has established National Ambient Air Quality Standards (NAAQS) for six “criteria” pollutants—nitrogen oxides, sulfur dioxide, carbon monoxide, particulate matter, ozone, and lead. A state’s SIP sets forth the manner in which the state will try to meet the NAAQS. Additional information on the NAAQS is provided in Chapter 7 of this deskbook.
