1. (§9.5) Governmental Functions

Public safety functions of municipalities have generally been classified as governmental, e.g.:

· The operation of a police department, Fantasma v. Kansas City, Mo., Bd. of Police Comm’rs, 913 S.W.2d 388 (Mo. App. W.D. 1996)
· The operation of a fire department, O’Dell v. City of Breckenridge, 859 S.W.2d 166 (Mo. App. W.D. 1993)
· Providing airport security, Gregg v. City of Kansas City, 272 S.W.3d 353 (Mo. App. W.D. 2008)
· Regulation of traffic, Gillen v. City of St. Louis, 345 S.W.2d 69 (Mo. 1961); Spotts v. City of Kansas City, 728 S.W.2d 242 (Mo. App. W.D. 1987)
