Public entities are not responsible for all risks of harm from a dangerous condition of property, but only for those that are foreseeable. Williams v. City of Independence, 931 S.W.2d 894 (Mo. App. W.D. 1996). In Williams, the court held that it was not foreseeable that a motorist would:
