Governor Lon V. Stevens, who left office in 1901, foresaw the continued expansion in government services. But he was unable to obtain
the legislative support necessary to broaden and reform the tax system. During the subsequent administrations of Alexander Dockery, 1901–1905, and Joseph Folk, 1905–1909, little substantive change was made to Missouri’s system of taxation.
