Section 8 Home Rule Charter Municipalities

Under article VI, § 19, of the Missouri Constitution, any city having more than 5,000 inhabitants, and such other incorporated cities as the legislature provides, may adopt a “home rule” charter, and the powers of a constitutional charter city now are defined as:

all powers which the general assembly of the state of Missouri has authority to confer upon any city, provided such powers are consistent with the constitution of this state and are not limited or denied either by the charter so adopted or by statute.
