The term “surface water,” as used in Missouri, refers to water coming from falling rain, melting snow, or water that rises to the surface in a natural spring and is thereafter disbursed over the surface of the ground. Keyton v. Mo.-Kan.-Tex. R.R., 224 S.W.2d 616 (Mo. App. W.D. 1949). Once water becomes surface water, it continues as such until it enters a natural watercourse.
