OSHA has the authority “to obtain abatement orders requiring employers to correct unsafe working conditions . . . .” Atlas Roofing Co. v. OSHRC,430 U.S. 442, 445 (1977). When an employer receives a citation, that citation will have a deadline (set by OSHA) by which the alleged violation must be abated. The Act requires OSHA to set a “reasonable time for the abatement.” 29 U.S.C. § 658(a). But in reality, the window of time OSHA sets for abatement is normally very short.
