Under § 416.051.3, RSMo 2000, any person found in contempt of any court order enforcing the provisions of § 416.031, RSMo 2000, and arising out of a proceeding brought by the Missouri Attorney General, is subject to a penalty of up to $20,000. The statute does not authorize imprisonment. Because § 416.051.3 refers to a “civil penalty,” it appears to involve civil contempt, as opposed to criminal contempt.
