The general public, as a body, and the state retain certain rights or privileges in watercourses. See §9.4, supra; Elder v. Delcour, 269 S.W.2d 17 (Mo. banc 1954) (navigable waters for public rights purposes are those watercourses that can float a recreational boat). Other than floating boats and wading in Elder, no Missouri case discusses other public rights, such as swimming and fishing.
