Despite the fact that industrialization and immigration had increased Missouri taxable wealth from $262,354,932 in 1865 to $556,444,456 in 1875, the state debt continued to hover around $18 million. The debt was fueled by abuses of special legislation and expenditures of public funds to support the railroads. Consequently, the new Constitution, which took effect November 30, 1875, generally:
