C. (§7.9) Adoption of Model Codes

Although a substantial majority of local codes may be based on one of the model codes, it is common practice for local governments to modify the model code substantially before adoption. Differences between local and model codes also occur because the national model code groups meet periodically and make changes to keep the codes up to date. The model codes have provisions and administrative procedures that should be examined for conflicts with state and local law and practice.

For instance, § 67.281, RSMo 2016, states:

1. A builder of one- or two-family dwellings or townhouses shall offer to any purchaser on or before the time of entering into the purchase contract the option, at the purchaser's cost, to install or equip fire sprinklers in the dwelling or townhouse. Notwithstanding any other provision of law to the contrary, no purchaser of such a one- or two-family dwelling or townhouse shall be denied the right to choose or decline to install a fire sprinkler system in such dwelling or townhouse being purchased by any code, ordinance, rule, regulation, order, or resolution by any county or other
