B. (§7.30) Is the Local Enactment Reasonable?

The following general statement of the constitutional limits on the regulation of property is found in City of St. Louis v. Brune, 515 S.W.2d 471, 474 (Mo. banc 1974):

Certain principles seem to have been more or less generally accepted; these are, in substance, the following. Owners of property hold it subject to the reasonable exercise of the police power.
