C. (§7.15) Conflict and Duplication Between Local Enactments

When there are several different regulatory enactments, there can be conflicts between the provisions of the different enactments or conflicts in their enforcement. Building and housing codes can overlap, for example, and either of these can conflict with or overlap the zoning ordinance.
