To allow certain foreign nationals from certain regions and states to apply for lawful/legal permanent resident status through a “Green Card Lottery” system, 55,000 immigrant visas are set aside each year. The name “diversity” indicates the purpose of this program. The formula used to determine the number of foreign nationals from each country/state is very complex, and it is determined by high/low admission regions/states.
Eligibility requirements for each applicant are set out in 22 C.F.R. § 42.33.
