The clearest case for mandamus relief is when a statute specifically provides that a writ of mandamus may be issued to enforce its provisions. The most common examples of such provisions are statutes that provide that mandamus is available to compel a governmental authority to pay bonds that it has issued or to make other payments—such as payments to a retirement fund.
