Section 6 Determination of Reasonableness and Necessity

Following the hearing, the governing body must determine whether:

· the annexation is "reasonable and necessary to the proper development" of the municipality; and

· the annexing municipality has the ability to extend normal municipal services to the area within a reasonable time.
