A. (§6.29) Annexation and Incorporation

When the jurisdiction over property changes from one governmental authority to another, whether by annexation or incorporation, unique issues arise. Because property owners have some right to rely on the zoning in place on their property, one Missouri court has held that the existing zoning remains in effect even after the annexation or incorporation, at least until other action is taken by the owner or by the municipality on its own initiative.
