B. (§6.23) Historic Districts

In contrast to the power of architectural review, discussed in §6.22 above, historic district regulation is expressly permitted in the zoning enabling law governing all cities, towns, and villages. Sections 89.020 and 89.040, RSMo 2016. In light of this express delegation, it is a question whether historic districts are within the powers delegated to counties under the other zoning enabling statutes, which are silent on this matter.
