Within 20 days after a decision of the Labor and Industrial Relations Commission (Commission) has become final, which is 30 days after the mailing of the Commission’s decision, the Director of the Division of Employment Security (Division), or any party aggrieved by the decision, may appeal the decision to the appellate court having jurisdiction in the area where the claimant or any one of the claimants resides. Section 288.210, RSMo 2000. In cases not involving a claimant or involving a claimant who is not a resident of Missouri, the Court of Appeals for the Western District has jurisdiction.
