Strikes by public employees are illegal in Missouri. St. Louis Teachers Ass’n v. Bd. of Educ. of City of St. Louis, 544 S.W.2d 573 (Mo. banc 1976); see also Franklin v. St. Louis Bd. of Educ., 904 S.W.2d 433
(Mo. App. E.D. 1995). Because public employees are not subject to the NLRA, courts have greater latitude to regulate their picketing.
