Opportunity for continuation of coverage is triggered by a qualifying event. A “qualifying event” means an occurrence that would result in the loss of health plan coverage for a covered employee or qualified beneficiary. 29 U.S.C. § 1163. The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), 29 U.S.C. §§ 1161–1168, enumerates qualifying events as follows:
